The Astronomical New Mooning is on Sunday, October 22, 2006, at 5:15 Universal Time, i.e., 1:15 am Eastern Daylight Time - or October 21, 10:15 pm Pacific Daylight Time. On October 22, this moon is sightable at the South West coast of South America, which is East of North America. Sighting in East can be considered valid for West, according to Ulamaa'. This moon is easily sightable in Polynesian Islands on October 22. On Monday, October 23, it will be easily sightable in New Zealand, Australia, most of Africa, South America, Central America. With difficulty, it is sightable in India, Pakistan, Iran, and Iraq on Oct 23. In Northern Asia and Europe, it will be sightable on October 24.
If Matla'a is not restricted to 48 contiguous states of USA, and it includes Alaska, Hawaii, and Polynesian Islands in the Pacific Ocean, then Eid-al-Fitr in North America is Monday, October 23. This is the decision of Fiqh Council of North America.

Dr. Aqil Ahmad Sharifuddeen, from Crescent Analysts' Forum Sri Lanka: Not Seen
The Authority to deal in the matter of starting the Islamic Month with authenticated naked eye sighting in Sri Lanka gathered in Colombo Grand mosque today Ramadan 29. This traditionally official body requested the Sri Lankan to look for the Shawwal Hillal today ( 22/10/2006 – Sunday). They were waiting after finishing Magrib prayers for any claim of naked eye sighting of Shawwal Hillal. They were well aware that moon remains only for 2 min. after sunset in Colombo. They received no claim until 8pm LT. The sky was cloudy all over the island and the climate was unsuitable for a faint thin crescent to be sighted if any. The official gathering was terminated as announcing "no Hillal was sighted today, Ramadan will end as 30 days and Eidul Fithr will be on Tuesday 24th."

Negative sighting on Sunday, 22 October 2006 on scanning the polluted and mildly clouded horizon with 20*60 binoculars here in Mardan, Pakistan. Theoratically the moonset was 8 minutes before local sunset at 5:32 pm (12:32 UTC ). Moonset time was 5:23 pm. Moon altitude was -2.6 (below horizon), relative azimuth was -4.5, luminosity: 0.16%, width: 0.05 m, elongation:4.8, moon age: 7.3 hours.
Central Ruet-e-Hilal committee will meet on Monday 23 October 2006 for deciding about Eid-ul-fitr moon. However there are very very slight chances of positive sighting at only coastal areas of Pakistan including Karachi, Gawader, Ormara and Jiwani even on Monday.
Eid-ul-Fitr will be celebrated in the North West Frontier Provence on Monday 23 October 2006 on the basis of sighting claims received by local mosques.

On Sunday, 22 October, we tried to sight the crescent moon using telescopes from two different locations. One team went to the top of the Jabel Al Shams (3000 m) and the other was at a remote desert location and in both cases the crescent was not observed. On Monday 23 October, we shall try again to sight the crescent.

No moon was sighted in Namibia on Sunday. Eid will be on Tuesday.
Muhammad Afifi al-Akiti (MCW member) from Oxford, UK: Not Seen
Negative sighting. We attempted the obligatory sighting at the end of
the 29th day of Ramadan (Sunday, 22 October 2006), despite the new moon is
not expected to be visible locally today. It is raining and the horizon is
overcast, and hence there was no possible sighting anyway. We received the
report from Fez, Morocco of negative sightings by moonspotters despite
clear skies and the authority there declared that the month of Ramadan is
to complete its 30 days. Although the crescent is not expected to be
sighted locally till Tuesday, this news and the expectation that there will
be positive sightings east to our longitute on Monday are sufficient for us
to complete this month like Morocco and establish the new month [thubut
al-hilal] of Shawwwal in the UK to be on the day after tomorrow, Tuesday,
the 24th of October, instead of Wednesday (a lesson in itself about the
precedence [taqdim] of an easterly sighting over the local sighting-zone in
Fiqh). 'Id Mubarak!

The Hilal was not seen in Barbados today 22nd October
2006, some members of the community searched for it
although they had only fasted on 28 days because we
started Ramadan on the Monday rather than the saturday
because here in Barbados the community still goes on
local sighting. So we backed up on a couple of months
because of cloud cover obsecuring the vision on the
days to look for the Hilal in both Shaban and Ramadan.

All the claims of sighting in this Section are false or mistaken sightings (sighting of something else). All astronomical evidences point to the fact that this moon was not sightable in those areas.
These were added here to show that mistaken claims could come from many Muslims and from many places. The chaos of mistaken claims of sighting the Hilal has caused divison in Muslims of the world in general and North America in particular. If we continue this path, we will have this chaos. The only way to avoid this chaos is to use the more reliable scientific calculation method. Islamic Association of Nova Scotia is celebrating EID Al-Fitr on Monday. It was announced in Halifax, Nova Scotia, that the hilal was Seen in North America. The moon was sighted at 6:40pm on Monday 23rd October, Sydney local time.
It was approx 10 degrees above the horizon. The sky was clear and the moon was
seen till about 7:00pm until it went behind the clouds low on the horizon
(at about 3 degrees below the horizon.)

The Ruet-i-Hilal committee of Pakistan announced on Monday that the Shawal moon was not sighted anywhere in Pakistan thus Eid-ul Fitr will be celebrated on Wednesday. This was announced by the central Ruet-i-Hilal Committee of Pakistan headed by Chairman of the committee, Mufti Munib-ur-Rehman here today.

In Salmy near Kuwaiti Saudi Iraqui border I and group of 160 person could
not see the crescent even with 20*60 binocular although the sky was clear
exept the last 3 ~ 4 degrees above the western horizon. Another group of 50
persons with Mr mohammed ali Al Saiagh also could not see the crescent at
another site in Kuwait .

I confirm That today ( monday 23 october2006 ) I went at 16h32 GMT ( Sun set time) to a good exposed place ( 36°43 North 10°21 East ) with 4 of my friends , the horizon in west was so clear ( no any cloud ) we searched to see the cerescent using a binocolar all around its presumed place ( Alt=3,5°; Azt= 240,261° ) until 17h15 GMT and we didn't see it.

The Hilal for Shawaal was seen of the shores of Barbados today just after Maghrib Salaat around
5:50pm. The Crescent was very low at about 10 degrees over the Horizon and not bright either and also very
thin. SO alhumdulilah we have completed 29 days of Ramadan. From this observation it would seem that the
moonsightings being reported from North America yesterday would not be reliable as reported because
looking at the angle the moon was at today and noting that Barbados is to the East of the US west coast, The
Hilal would have been way below the horizon and also very far south yesterday, infact the Today we had to
look almost South South West to see the crescent and it was very low and very dim and very thin.

Using a pair of binoculars (7X50), I was able to see Jupiter and Mercury in the opening patches and not the moon. I am pleased to report that the crescent moon was seen in Chino Valley. Arizona this evening of October 23. Initial sighting was at 1750 MST with binoculars followed by visual observation at 1758 MST. The arc appeared to extend from the 1:30 to the 5:30 positions. The crescent was followed alternating visual and binoculars until it set behind a solid cloud bank at 1806 MST.

I was in Long beach CA. on Monday, Oct. 23rd, from 6:00pm to 7:pm. Unable to sight the crescent for the month of Shawwal 1427. The main draw back was thick cloud at the sighting area. As we have completed 30days of fast, Inshallah we will be celebrating Eid-ul-Fitr on Tuesday, Oct. 24th, 2006.

I am pleased to inform you that Crescent Moon of Shawwal, 1427 was seen by naked eyes on clear sky Dhaka City. Horizon was clear. From the top of 11 storied building we observed the sunset followed by Magrib prayer time 5:28pm ( local time ) and started short breakfast when the moon was visible at 5:35pm. The Moon was easily seen by children with naked eyes. With binoculars the Moon was found bright firm and wide. It remained on sky about 20 minutes. Tomorrow, 25th is EID in Bangladesh.
On 23rd October, 2006, Monday, the Crescent Moon of Shawwal, 1427 was not seen anywhere in Bangladesh. This was also confirmed by Government authority. Small groups of people in Bangladesh observed Ramadan and EID following Saudi
Arabia.

Lebanon - The Religious Authority of Lebanon, Sayyed Muhammad Hussein Fadlullah announced that next Monday is the first day of Eid Al-Fitr. May Allah make it a day of blessing, good, freedom, victory and dignity for all Lebanese and Muslims.
His Eminence issued the following statement:
It has been jurisprudently proven to us, that Monday the 23rd of October, 2006 is the first day of Eid Al-Fitr. Our Fatwa is based on the birth of the crescent and the possibility of seeing it in any region that we share with a part of the night. Reliable academic scholars have informed us that there is a possibility of seeing the crescent in several parts of the world that we share with a part of the night, especially the coasts of South America.
In the light of this, we have ruled that the Eid is on Monday, May Allah make it a day of blessing, good victory, freedom for the Lebanese and the entire Muslim world, on the basis of Islamic unity that lays the foundation for its salvation and for playing its leading role with the other nations.
May Allah grant us success.
